Chmayca online dating project - URGENT

This is a serious project that has already received financing commitments. We would like to get a quote for building a new custom online dating website. I have attached the high level design, and we can drill down to a lower level of details when needed. the main requirements are: - A feature rich online dating website (like all others) - A facebook app which link the website to Facebook ... it should enable users to sign up for the service from the Facebook application, and would seamlessly transfer their Facebook profile information to their new Chmayca profile - A pay as you go module: 1- online payments via all the standard options 2- members buy a number of credits 3- Each action can be assigned a certain number of credits - A highly customizable privacy settings - Tightly controlled communication settings between members. At first, we would like to limit them to predefined sets of questions and answers. Other communication options would require using up more credits - A configuration panel for administering the website which includes 1- giving members admin rights on a per module basis 2- configuration of the logo of the website and the text (we may launch different versions in different countries) 3- configuration of the modules to enable on the website 4- configuration of the costs of each module - SCALABILITY!!!!! we are aware that there are multiple options for doing this projects, and we are ready to consider all of them: from building it from the grounds up, to taking a pre-packaged solution and customizing it. We obviously have budget limitations, but our first criteria is how to do it best. The most expensive option is not necessarily the best one, and we have no reservations against using existing packages as long as we can host it on our on server, and have access to the source code if we ever needed further customization. We are a team of ex-developers / managers that don't have time to develop the website ... so please be as technical as possible when explaining how you think you can build this website. Our time line is to launch this website before the end of the year. So please be sure to specify how much time do you think this will take
