I don't care how its programmed, it just has to work.
The program must constantly refresh a sellers ebay page like this one:
[login to view URL];since=1&userid=**********&include=0&rows=200&sort=8&completed=1
The "*****" is the name of the seller. If the sellers name was "cellphones", [login to view URL];since=1&userid=CellPhones&include=0&rows=200&sort=8&completed=1 would be refreshed.
The program will be told a price and/or title to look for and everytime it sees that seller selling an item what that price/price, it should follow the link and purchase it using ebay's buy-it-now feature.
The program must work EXTREMELY quickly, and be able to buy an item seconds after it is posted on that page.
