Optimize Perl Code in this site, to work in both Unix [url removed, login to view] and windows 2000 advanced server(currently will work in both formats): [[url removed, login to view]]

Works consists of:
Clean up and optimize code - figure work around for some bottle necks that exist.
Add a image thumbnail program into the image upload program that will produce a thumb nail that is of small byte size to be displayed in all featured gallerys.
Some minor fixes that need to be addressed with regard to searches and also build a full featured advanced search capability for the site.
Redefine the current regional site indentifiers so that the site can be further broken down to be by city - then by province - then by country then by world. Using exactly the same easy format as currently employed.
Maintain and further optimize page size - keeping in mind that speed and ease of use is critical, not interested in flash or image heavy concepts - maintain the current high search engine optimization and positioning in all upgrades.
Open to suggestions on improving layout and look but must be within the above objectives.
While optimizing the entire code on the site add 4 more countries and currencies to areas covered (this is actually very simple and would be very quick and easy for advanced programmer)
Some other small bugs and clitches that we find as we go along, looking for someone who would be interested in staying around on an ongoing basis till the site is totally finished- as if that would ever happen LOL
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site).
Currently windows 2000 advanced server running on a quad xeon server with a business cable connection(definetly not good but adequate for testing and search engine postioning) - but migrating the site to a pair of GS 140 mainframe alphas running unix true64 version [url removed, login to view] We have installed our own dedicate 100 meg fibre optic line that will we turned on at the same time as the Gs 140's - speed and stability are a must.
