Simple Program To Make Covers

I need a simple desktop application to take the .psd , .jpg , or .png file parse it and change the Title and author name and then save it in a specified folder as jpg with a Code mentioned in that Row and record the image path in Column D. For example if the Code is 1418176 ----> [login to view URL] 1418706 ----> [login to view URL] The Title, Author and Code will be in csv file. Code will always be in Column A, Title in Column B and Author Name in Column C. Options required before starting the application are mentioned below. 1. Should be able to give it a path of image or psd file. 2. Should be able to give it a path of csv file before starting 3. Should be able to specify how many number of rows i want to process and from which row t start and which row to end. 4 Should be able to stop and resume. If i am running it and due to some reason it stops or closed it should resume from last state. The program needs to be in vb.net or if you are going to use some other language mention it in your bid. I also need a source code of the application. ## Deliverables 1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Employer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the employer on the site per the worker's Worker Legal Agreement). 2) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 3) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Employer's environment--Deliverables must be installed by the Worker in ready-to-run condition in the Employer's environment. b) For all others including desktop software or software the employer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this project. ## Platform Vb.net Java Php Python Perl
