freelance website GAF clone

I require a freelance script ideally written in python but php will do.
A site clone of something like [url removed, login to view] will do (for functionality) but I want some changes. I expect all the features of this site to be replicated.
The freelance bid management process should be like on GAF, hide/unhide bids, post private message etc.
I want 4 levels of membership, normal, gold1,gold2,gold3 for example
I need to be able to sort listing by category and/or region. Must have payment gateways etc.
I like the feel of [url removed, login to view] and would prefer this type of look over GAF.
I also need to make the site scalable.
I am not looking for an off the shelf script unless someone can make all the changes I need. I would hope to find a long term partner whom I can get technical support and further product development from.
The above list is not exhaustive in terms of required features but only an indication of what I require.
Pleas dont go too crazy on the price.
