Image Upload needs to be fixed

I need a programmer who can program an image cropping system which will automatically adjust and crop member images to work with our template design or will allow a user to crop and adjust the image to work on the fly. We display our member's "mug shots" in two different sizes, 110x110 and 80x80, so the system will have to make images to work with both sizes. We have three main problems. 1) The existing member images seem to be cropping too much off the top of the photo and some member images are having their foreheads cut off. 2) Members who upload an image smaller than 110x110, find their picture looking out of focus and stretched. 3) and something my lead programmer did before helogged off for the night has caused the image upload to not work from admin or from member's area. I'll need this fixed also Solve these 3 issues for me and I can pay you $100. Will fund escrow immediately I am open to all recommendations and ideas to solve these two problems.
