Mambo Backend Script w/ Free Services

I need a website with will provide free email/webhosting services to members. I have provided more explicit instructions in the attached page. I am a beginner php programmer but this type of integration is still a little out of the reach. The majority of scripting is integration of scripts and modules with only the addition of a few features. That is why the estimated budget is low because there is not that much actual "new" scripting work to be done. If I am happy with the work then there will be much more to follow.
