Well technically I am from Israel which is in Asia but I don't think that you could find someone who is more qualified for the project and willing to deliver everything on-budget. I have already done a setup which was similar to the one you describe, the key in securing systems such as this is not expecting the node to behave in a way that it doesn't, a faulty implementation would introduce bugs like the transaction mallaebility bug. Instead we keep track of all the transactions (and confirmations up to a certain number) and add them up with a simple SUM query on the database using a simple PHP function. This is a secure setup that I have used previously myself. I can also setup all the daemons and compile from source if needed.
