From what I understand of your project from the brief given, it sounds straightforward enough. Given a zip code, we'd look that up in a table which contains emergency contact numbers for ranges of zip codes, and then prepare a print with those codes.
Presumably the print will be blank apart from those codes, which will be positioned at some set of coordinates on the print so they appear in the correct place on your preprinted contracts.
This shouldn't be a problem. My recommendation would be to build you a small Windows application to do this (assuming your employees have Windows machines?), which perhaps lives unobtrusively in the system tray icons. Click on the icon, a box comes up where a zip code can be entered, the looked-up numbers found and a print is then triggered. If you want employees to be able to enter new numbers, we could offer a small function to do this perhaps by a right-click.
Do you want all employees to share the one database of records? If so we'd need to work out what database platform you'd want to use and where you'd like it to be hosted (e.g. do you have a server it can run on).
Also do you have a set of data you'd provide to prime the database with, e.g. your current list of zip codes and numbers?
I expect I can deliver this in three or four days at most. I can offer a competitive quote and won't ask for payment until you've got the deliverable and are happy with it.
