Write or Install an IRC PHP Bouncer Script

I have Net_SmartIRC installed on a Linux web server running Apache [url removed, login to view] and PHP 5.3.27. I'm looking to have an IRC bouncer running on this server on the backend meaning I can connect through an IRC client to this server which would connect to the IRC server. Anybody experienced in PHP or PHP Pear could probably complete this project in less than a day.
