Some users that are using my educational programs have problems when my programs wants to connect to the internet. F.e. to connect to my registration-server, to talk to some ASP pages, or to read my online manuals.
I'm using the inet-control or xmlhttp to achieve this, and sometimes the webbrowser control.
Most of them (with problems) have firewalls that are installed, like f.e. Norton, or Windows Firewall (XP2)
Some of them have other connection-problems, like temporary no internet-access (cable, switch, router, modem - problem)
What I want, is to inform the user **why** they cannot connect to the internet through my program.
So the function **should detect which problem** is causing the error to connect.
If there is no problem at all, the function should return "0" (zero)
The function should work in Windows ME, 2000, NT XP and higher
Important: Source should be in VB6, with no extra to install items.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
