Image Drag Drop and Resize with Hanldles

Hello- I am looking for a way to allow my users to select one of many images(icon files) from a container(picture box), drag and drop this image to another picture box. Once this is done, the user can then resize the dropped image with handles or grips. this image should be allowed to be moved and manipulated(resized) until the user clicks a finalize button. Once this is clicked, the image is painted to the picture box image, so when the user prints the main picturebox contents, they will also have the painted image overlayed on the printout.
## Deliverables
PictureBox 1(acts as container) with array of image controls. Each image control has a unique picture. PictureBox 2(acting as the main stage) has a pre-defined picture(set at design time). Handle or Grip to appear after image is dropped on PictureBox 2.

Must be achieved in 4 weeks. All source must be strictly written for my purposes only. This must be my property after payment is received.
