RPG battle engine + more

I am interested in having a Pokemon RPG battling system (recreated from the games) done in Visual Basic, all graphics will be provided. I would also like an editor made to edit the animations of the battle scenes and such. It would be what had the animations for the attacks and such within it that could be edited as to make them react in a certain way. Basically this editor would make 'movies' the game would play when instructed to (such as when an attack is used)

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.

3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site).
