Design & develop a website for me from scratch (no scripts)

I want you to design, develop and upload it to my web hosting servers. I am ideally looking for someone with the experience, skills and who can do it fast! I need a identical version created of [login to view URL], I don't have specific requirements as you will be creating a site identical to the above mention URL. You will need to design the website using photo-shop and not online images. You will develop the site from scratch using original code not scripts. You will create the site using the best and advance technologies available. I will keep sending back the design and the website if it doesn't meet my needs. I will in addition need 90 days free support to fix any bugs, design issues etc (free of charge). You will need to integrate PayPal and card payment so users can make purchase very easily. Some General Requirements: *Easy payment process * Order Notifications * I should be able to refund my customers very easily * Be able to make payments to contributors. * The site will need SSL and very secure user, contributor and admin area. * Everything in the website should be editable in the admin area * I should be able to add other admins with different accesses. * The admin area will have everything like statistics of visitors, what page they visited, track payments, refund customers, send money to contributors, track user/contributor enquiries and respond accordingly, be able to send attachments to users/contributors via the admin area, order notifications * The payout (contributor fee) is set at 30%-60% of the amount paid by client, depending on the contributor rank. However, the service may change the percentage at any moment without further notice. *Contributors get paid within 72 hours after their suggestions have been picked AND registered by clients. * User registrations will have CAPTCHA to avoid robots creating accounts. *E-mail validation feature (when registering) *All refunds are to be processed within a 30 day period. The refund is granted unconditionally for the first order only, provided no suggestions were taken by the client prior to requesting a refund. *Clients may not use any suggestions provided by the service after the refund is granted. Should it be proven that client used suggestions from the refunded order, a £1000 fine shall be imposed. *Orders that receive no client activity for 7 days are automatically paused (i.e. become inactive and stop receiving new suggestions). No refund is issued, unless specifically asked for. The orders are activated again when client logs in and marks incoming suggestions. *W3C validation is needed for the CSS/HTML/XTML * Website will need to be compatible with all browsers (failure do so will result the project being cancelled).
