Joomla - List Manager and Categorized review Component

We're working on a [login to view URL] clone, and we're looking to speed up development and delivery. Project 07-00030A: LIST FEATURE This site is joomla based and this is the scope of this portion of the project: 1) Create a List Manager Component that would have the EXACT functionality of the List feature on yelp. (ie. Members create their own top 10 lists) 2) Install a very reliable review component that would have the same features as seen on yelp. 3) Install a forum/message board component, and implement the recent posts module (this will simulate the Talk feature on yelp)
