Please change current site to a GOOD CMS

Hi,
Please can someone change [login to view URL] to a good CMS. Unfortunately the last person who designed this site (from freelancer) used his own CMS that has no functionality and numerous bugs. I would like the site to have the same look and same functionality but would like to have a CMS that is powerful and allows me to make changes as neccesary. The only thing i require changed is the drop down menus as these currently do not work with certain browsers.
