Printable and customized template newsletter and flyers

What we need for this project is: One website where people can register and use the service. ( 3 pages , mostly to show how it works in more languages, no more). Once registered they have one reserved area where they can pick up between 2 or more categories of templates: 1)Magazine template 2)Newspaper template magazine 3)Tabloid template magazine 4)Flyers of 2 sizes ( only for advertising) We just need 2-3 types of templates for each of these 4 points. newspaper template we can supply also. They can choose the template, add texts and customization and save in pdf once written. We as admin, write some parts of the templates, that can't be replaced. ( only for points 1-2-3) as we do this service by ourself and for other companies. Regarding flyers, customers can create documents by themself and print out. To create documents they must have some credits. We give some credits free when register and than they need to buy just using one paypal button. An option is a monthly subscription by paypal to have a flat and print out whaever they like. We also offer an option with one link, to have their documents printed very cheap with another company we work with. Each project must be saved in the final in pdf and we prefer that system would be built using php with mysql. So if you also ahve collection of layout that's appreciated. We need this project done in maximum 21 days.
