Redesign HTML Site Creating Template and Using CSS

You are bidding on the following - Be sure you understand our needs before bidding We are looking for a complete redesign of www. yourfa*ouriteshop .com (replace the * with a v) Currently it is pure HTML and is much slower then it need be. The new design should use the same colour scheme but the site should be slightly modernized in look. Firstly, a complete Index page will be designed. Secondly, the left, right and top navigation should be a template system and CSS should be heavily used to produce a much faster site. (The forums are not included in this bid as they are staying as is) Preferably, the template will be provided and my company will cut and paste current HTML from the center of each subpage into the new template and rename it. This means the template should have a "Insert HTML Here" comment in it to make it easy. (There will be several people working on the cut and paste, some having basic HTML knowledge) I have set the budget to $100-$300 although this is a fairly basic job that needs a bit of creativity so feel free to bid any amount lower or higher through PM. You can improve the chances of being selected by including "I have read the entire description" in your comment when bidding. This will help me tell who is cut and pasting their bid without reading the requirements.
