urls should have html at the end

I am having an estore for flowers. Currently when a buyer browses the categories, they get an url like [url removed, login to view];pID=yyy&offset=yyy-zzz&sessionid=aaaaaaaaaaaaaaaaaaa

i was told by my seo guy that it can be changed in such a way that the url address bar shows [url removed, login to view]

i am not sure about the budget. Please justify your budget if it is above 50 USD
