A media analysis product company is looking to diversify its product line with a the following software. Applicants are expected and promised to have further development work if this initial project is successful. We need the following system developed for the Win32 platform. Please specify development tool and technologies, C++ and .NET are preferred. Server: capable of recording audio and video 24x7 or by date or repeating daily schedule (e.g., every Sun and Mon 9-11pm), with full settings such as frame size and rate; suggest codec, but following requirements are likely to dictate MJPEG; support playback (see below) of content while still recording up to live feed; note multiple servers may be deployed, each recording multiple feeds. Client: resizable window desktop client showing list of sources; opening zero of more instances of every source by clicking its name; playing sources may show live or selected date and time; playing sources are laid-out and resized to use available window space (such as 2x2, 3x2, etc.) automatically; playback MUST be smooth forward and backwards WITH audio at ANY speed (x0.1-x24); show 1-hour slider when play from a given date and time, and allow marking part of that content and saving it to a local MPEG-1 or WMV file.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
