News Script needed & 2 banners

I need someone to create a news script for my soccer site and too create 2 banners.
## Deliverables
The index page should display 15 news headlines and summary and the rest goes automatically to the news page. They news should be layed out by the following ; Date, Headline, under it a small summary of the article and on the right handside next to the summary an image When you click on the headline it should take you to the artcile where the date and headline is shown big and under it the image which should placed in the middle and under it the article. This should be done without changing the news setup in the admin section. Other things: -Counter should be placed in the index page with counting the number of IP not everytime you refresh the page. -The background colour of the index page and the artilce background should be changed to a colour that gives it more creativity. -create 2 banners for the main page all of this should be done by 31/08
