I am looking for a program that lets me change one of the file attributes (preferably Title) that shows up in the **Summary** tab of the File Properties dialog in Windows XP. These are in a specific NTFS file stream that I believe is called SummaryInfo, but its a binary file that I can't just write to using a text editor.
I want to run the program in a DOS window, with the destination file and attribute as a linend, so, for example:
prog [url removed, login to view] Fred One prog [url removed, login to view] Steve Two prog [url removed, login to view] Joe Three
would, when I looked at the folder containing those files using File Explorer, and turned on the "Title" column, show those three names as the file titles, the same as if I'd changed them in the Properties dialog.
These are not Microsoft Office document tags or MP3 tags; they're in a separate hidden NTFS file.

The program needs to be a standalone exe or a script I can run without installing any kind of environment like python.
It doesn't need to be particularly smart about folders or strings; I can enclose the new title in quotes or not, and it needs to only work on files in the local folder.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):
a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
