Require a small application that will refresh the system environment or explorer shell.
Let me explain:
Many changes on the system are written to the registry and then require a refresh of the system or shell in order to take effect. Once such case is changing the taskbar clock to 24 Hours. After applying the registry key the change will not take effect until the system is refresh.
I have found an application called nircmd which I attached that will perform this task. I have also supplued a VBS file that will change your clock to 24 hour for the purpose of testing.
If you run the [url removed, login to view] file it will appear to have done nothing yet it has updated the registry, After running "[url removed, login to view] sysrefresh" you will see the clock update.
As far as I know there is no known API to perform this task, however there may be an undocumented API or Windows Message to perfom this.
