RTSP audiostream in VLC Media Player

Hello, I'm looking for somebody, who can do this project. It's need to update/modify project [login to view URL] to add this functions: 1. Work as RTSP-server 2. Work with SonyEricsson K610i (UMTS). 3. Transport to telephone high quality audiostream (like MP3 files 128 kb/s). 4. In the perspective: transport videostream with resolution 320x240, 15fps. We can change server to some another, use utils to recode sound files (like ffmpeg) etc. If you have any ideas (or working solutions) - please, post your bid here. P.S. ATTENTION! We need to have our own database of music compositions. GUI should be written on PHP+MySQL. XML interface for transmission of service information to cellphone. Explanations: - Cellphone is brand new, without bugs, fully in work condition, using for playing its own built-in player which is compatible with RTSP only, we have tested it on YouTube, its playing all things. Default 3GP has audio in 32kbit/s, which is too low quality for us (see fig.2). We tried to convert file with 128kbit/s, but YouTube declined to write them, saying "filed file".
