What I am developing is a tool to test the performance of wireless broadband modems. The tool **will not** examine in detail the attributes of the wireless network or attempt to determine why performance is better or worse in some places or another. Rather, the idea is to measure performance as best as possible as the user sees it.
Typically the modems sold by service providers come with installation disks and drivers and often include a utility to manage the broadband connection. With this in mind it is unlikely that any development needs to be done for different broadband devices.
This program could be used to test the performance of any internet connection however it will incorporate GPS data from an external GPS receiver to allow a logfile to record gps datapoints associated with the test.
The program will execute commands to publicly available servers/websites or to specific test servers setup by myself or a mix of both.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
