I already have a template for creating quick, throwaway web apps that basically just call one backend command-line application or PHP library (TCPDF, catdoc, grep, etc) and presents a web interface for it. I basically just need to modify it to call phpWhois and insert entries into a "baseball" database. First, I'll code the prototype and host on my site, pass you the link for reference. After you confirm that it works as expected, we can work on theming / styling issues and place it on your site. We can have that in the next day. If I have to write a seperate whois parser in php regex, that will another day 25USD to the projection.
