Backend Dev - Offline Conversion Tracking (Google, Bing, Facebook)

Hi there, we are looking for a developer to help us with a specific need. This would be uploading our offline conversions to Google, Bing and Facebook so we can have that data properly tracked.
We are looking for someone who already has a great deal of experience with this, not necessarily on all 3 platforms, but you should have experience on at least Google or Facebook.
We will provide to you an API where you can pull click ID/phone number, and pass the conversion to Google, Bing and Facebook so we can exclude them from our target audience.
