Basic Web Based Clock-In Clock-Out (Timesheet)

I need implement a basic web based clock-in / clock-out for a workers who are contracted on an hourly basis. A database would be required for this project.
As an Admin of this web based software, there needs to be an ability to:
1. Add / Remove Users. Details include, Name, Address, Contact Number, Email address, Rate per Hour, Project, Locations, Tasks
2. Add / Remove Work Locations
3. Add / Remove Projects
4. Add / Remove Tasks
5. Approve / Reject Hours Submitted
6. Send Customised Messages to Particular Users
7. Ability to Export the Hours submitted, both individually or as a group.
As a subcontractor, they will need to:
1. Clock-In / Clock-out using a single Button - This will make an entry into the database by reading the Current Date & Time of the device.
2. Manualy Clock-In / Clock-out - In the event a subconctrator forgets to clock-in or out, the software will allow entries to be added via a date and time drop down menu or date/time scrolling.
3. Select the Work Location from a Drop Down Menu
4. Select the Project being worked on from a Drop Down Menu
5. Select the Task being worked on from a Drop Down Menu
6. Write notes against the hours submitted for each day
7. Ablity to Submit Hours
