Bracket/voting/portal

Please go to [login to view URL] this will help you understand my needs. The basic idea of the website is each week 16 girls go head to head in a voting poll (2 per poll, so 8 polls total). Once the winner is announced the winner is placed in her respective bracket (like the ncaa sweet 16 bracket) you can view the bracket here [login to view URL] and will advance to the next round to be matched up against another girl.. Here is what the system MUST do. It should be very simple, i know it would be in asp.net and i could do it (but it needs to be in php). The bracket system and voting system must be combined. The ability to add a girl to the bracket, most brackets are 16 starting narrowing down to the winner. feel free to make the brackets expandable to 34. In the future this will be for the entire country and not just one school, in the future it will be a bracket of 16 per school. So that being said the ability to have many many brackets is a must. Each bracket should produce it's own poll that day/week/month (which ever is chosen) and once the specified time frame is up, the winner is calculated and automatically added to the next step in the bracket. The bracket lines and overall system must be cross compatible with mac/pc and browsers (for example if you look at the bracket in pc/internet explorer you will see the bracket lines, if you look at it in pc/firefox you do not see the lines. The ability to add browse to photos and upload from pc to server/sql db is a must. also, i would like the ability for the system to generate a dynamic page with the ladies picture on it with whatever bio or comments i choose. If you can interface this with plugins that are in subdreamer that is a plus if not its ok. I would like the votes to be tracked and locked once someone has voted, either by IP address but not by cookie, but once voting is completed for that day/week/month, that user should be able to vote again. I'd also like some sort of statistics on voting, ie. how many votes from where, for who use your judgment on this the more info i can have the better. The most complicated portion of this system would be this: I want ladies to be able to submit their own picture, currently it's emailed to us. So they fill out a form, i.e. which school, first and last name, state etc. Browse to their picture and send it to the system for approval. Now for the hard part. Once in the system it should be held in a approval queue. It should have a rating system only viewable to the admins of the system. 1-5 (allowing for half numbers i.e. 3.84) After each administrator votes on the submissions the system should take the highest ranked 16 of the submissions per school/state and build the bracket from the highest ranking ladies. If there are for example 18 girls that have the same or close ranking, the system should present the picture of the two lowest ranking pictures and allow a final choice for who is added to the bracket and who is not. The project is priced 200 or lower, all submissions above 200 will not be accepted. Also proof of concept must be presented, so please know what your doing before you submit, as i said i am a developer as well.
