Build me a Chinese language website to find English baby names

I would like a website and possibly a mobile app that will help Chinese speaking parents select an appropriate English or westernized name for their child. I need a database where I can store names and characteristics associated with those names. Then I need a way for users to select from a list of characteristics they want to be associated with their baby's name. Then I need an algorithm that will serve them some names with those characteristics from the database. Lastly I need a payment platform. I would also like to connect the service to WeChat so users can discuss the names with friends and family. I am located in the US and I need the website to be in Chinese and accessible in China.
