Combo: HTML, Excel, MP3 Tag - Experienced Coder Who Can Handle All 3

I need someone who has plenty of experience in: HTML coding for web pages Excel (older version with files using the .xls suffix) and some familiarity with the MP3Tag program. I have a website that has been up and running for over ten years. It allows visitors to listen to songs and music such that it seems like live streaming, but it is not. I call it a "file on demand" system. In order to do this, I have to keep track of each song for every time it is played. That system has been in place and working perfectly all this time. The tracking is automated in a relatively simple setup (but it's a little beyond me, which is shy I'm here). I need someone to examine the setup and add one tracking field for a code number required by one of the music licensing agencies I have to pay. AND I have to be able to add that code number manually for each song (there are over 2,000). I have been unable to contact the freelancer who built the setup and has been tweaking it as needed for all these years, and he is not answering my emails for some reason. I cannot wait any longer to get this work done. If this does not sound terribly complicated to you, I would like to hear from you to tell me about your work experience with any/all of these requirements. I also must insist on a 100% command of the English language. I have had several simple projects that were blowoffs because the freelancers could not communicate easily, and I do not want to waste time due to language differences.
