Create a script for matching addresses

We're looking to create something like this - [url removed, login to view]
We will provide a CSV with all addresses that we are serving, and then when a user searches we want to have [url removed, login to view] to perform a matching search, and then depending if we have that address we will show a different message.
The HTML for this is done already, we just need the script to search in our csv if the address is there, and display the messages that are appropriate.
