Hi I've worked with nominatim installing it without problem for other customer. Even, if you need we can chat for show you the previous nomintaim installation. I was reading about graphhopper and is a custum develop around openstreetmap, they uses pbf file download from openstreetmap repository I think that is not difficult work in your requirement installing graphhopper. Just be advice, pbf files are big and we need a powerfull internet connection, enought RAM and fast CPU OPen to questions
