limit user to from submit

The feature you need can be implemented by asking users to login but I suppose you don't want that. Further a user can be tracked by his IP address combined with his rough GPS co-cordinates. The later would require the user to accept a dialog box though. Identifying, thus blocking a user for multiple attempts without login is a tough task. There would be some false positives as well. The best way to to go would certainly be creating a login form then limits users.
