Magento 2 Free Shipping Cart Rule

We are using Magento 2 Enterprise Edition
1) We are currently using a shipping module called Magecomp / Multiflatrate to do our shipping. It works fine for our shipping.
2) When we create Cart Rules one of the allowed actions is for Free Shipping - For Shipment with Matching Items
3) Although the voucher applies it does not make any of the shipping options free
4) We would like it to apply to a certain one of the shipping options (Rate 2)
