Making a simple classified plugin for octobercms

I need someone has specific skill on plugin development with octobercms. I need to create a simple Plugin that let user post their Classfied Announcments o nsite.
Classified will be free to be posted and contain some fields.
Classified will be posted on Specific Category and Location. ( for location we will use Rainalb Location Plugin )
Classified will be valid for e fixed date range, after period is expired will be removed from site with a cron job.
User will continue to be able to edit his classified.
