Mobile Application Development Android and IOS

I need to create a mobile application which works as a Mobile Wallet to add credit to users account .
1) The mobile wallet application should be available on Android & IOS
2) The integration with pay pal to refill the account credit using credit cards .
3) Recharge / adding credit to the account considering 1$ = 10 points
4)The user should be able to edit their profile and register and account on the mobile application .
This is the basic outline of the functions . Please give me a ballpark figure / cost estimate before going in depth after which the quote can be revised .
