Customers can order items that are out of stock. If they do, we want to ask customers if they want to split the order to get the instock items quicker. If they say yes then we split the order and charge them shipping for both. If they don't we leave it as one order.
In Admin, if any order has items out of stock then we want the option to split the order ourselvea. When Admin splits the order the customer does not get charged extra shipping.
We still need to be able to assign a status for orders and enter shipping tracking numbers.
