PHP/MYSQL online classifieds

This project involves an online classifieds, similar to craigslist. Users can post ads to different cities. Here are the main points. Users can post for free, they do not need to register. Users just go to their city and post their ad, and their ad gets listed in that city. When users post an ad, the ad is sent to their email, and they must click the link in the email to post the ad. The ad page shows the ad #, time, date, , edit button, delete button. 5) the ACP (admin control panel) pages. This is the heart of the project. admin can remove/add categories. Plus admin can change page colors/link color/page background color, text colors, etc. plus a few more things, I will discuss later. Search page. users can search by category, or all category. or search by city or all city. I already have the template made in dreamweaver. You will be given the files if you win the auction. You are not makign the site, you are design the function and inserting the PHP code into my template to make the site work. Please don't bid if you require upfront payment. Payment is made only after the project completes, I also require a test site for me to see your progress.
