php Programmer required for a quote website

I am setting up a website that allows clients to register on the site to submit job quotes to any agents that have already registered on the website. The idea is that if the agent likes the quote and wants to do the job then they make a payment via paypal to reveal the contact details of the client in order to get in touch with them. The website will work via paypal subscription so agents can contact as many clients in the month as long as they have a valid subscription. Any number of clients or agents can register on the website. Here is the typical flow process of client who wants to get a quote: 1 - registers on the site 2 - specifies what type of quote he wants to submit 3 - fills out one of 3x standard forms 4 - specifies his contact preferences & how many agents should contact him. 5 - submits quote 6 - the quote, without the contact details, is emailed to all agents who have registered Also within clients admin area there will be a link to EDIT PERSONAL DETAILS, VIEW QUOTES and CREATE NEW QUOTE Here is the typical flow process of an agent who wants to receive quotes: 1 - registers on the site 2 - specifies what type of quotes he wants to bid on 3 - downloads an excel file of all current quotes on the system for various jobs 4 - if they have an active subscription they can enter in a reference number of the job to view the contact details of the client. If no active subscription is found then they must choose a subscription length and setup a subscription via paypal. 5 - after subscription is setup they can now view the contact of the client and contact them. Also within clients admin area there will be a link to EDIT COMPANY DETAILS, VIEW QUOTES, VIEW BILLING HISTORY, CREATE SPECIAL OFFER. Any agent who has a valid subscription can post a special offer on the website that any visitor can view. This is a value added service. When a client submits a quote, all agents (cc'd to me) who have subscribed to those categories will receive a notification email of a new quote. In the email there will be a reference number, the agent takes the reference number to login to the site and provided they have an active subscription, can view the contact details of the client to get back in touch. For my admin interface I will require 1 - view lists of registered clients and agents, sortable columns, with a link to edit their details and apply any month credits to their accounts if they are unable to pay via paypal. 2 - able to edit the special offers 3 - set the price of the monthly subscriptions or set the website as free until a later date 4 - client & agent search NOTE: I have already created all the pages, you just need to programme it. I will only work with programmers who have good communication skills and have lots of feedback. I am also not sure how much this will cost so quote whatever price you feel is right, do not look at my budget!
