Ad Spend Data Retrieval via API - Facebook Ads and Google Adwords

The aim is to have a collection of 4 scripts/files which i will then be integrated into a wordpress plugin by myself: script/file 1: On run will obtain necessary authorisation for the Facebook API and return the token, ad account id, etc needed to make API calls for data (these variables will be stored to a database on a central server) script/file 2: On run will use the previously obtained data from file 1 (via the database) to query the Facebook API to find the ad spend total of the previous day and return the value script/file 3: On run will obtain necessary authorisation for the Google Adwords API and return the token, ad account id, etc needed to make API calls for data (these variables will be stored to a database on a central server) script/file 4: On run will use the previously obtained data from file 3 (via the database) to query the Google Adwords API to find the ad spend total of the previous day and return the value NOTE: These scripts will be built into a wordpress plugin and therefore used with multiple users facebook and google accounts so the authorisation must be such that this isnt a problem. As the scripts themselves will always be run from 1 website there will be no issue with varified oauth urls however the facebook and google api apps setup must allow for many end users to auth against the app. Additionally the completed scripts will rely on sdks so these should be included in the final product. The successful developer should have great experience with both facebook and google apis and be able to choose the most suitable api methods to meet the plugin setup these scripts will be used as. My budget is very limited so price is a huge factor but more importantly the right developer with the correct skills and understanding of the project is paramount. I do not need you to develop a wordpress plugin just 4 scripts that i will then use the code and put into a plugin i already have in development by myself.
