telegram bot to play tarot cards

i need a telegram bot able to subscribe people, take email and phone number, chose preferred language, schedule and send everyday XX times per day a message with predefined texts as daily news and also choosing a link and an image to be sent per each news, have command in order to play easy tarot spreads like if the user write "3 cards" bot will send an image with 3 cards and ask to choose one card and then random reveal the chosen card and reply with a message asking to click and access my website to read card interpretation. i need to be able to schedule messages to send to all subscribers via a web interface and chose images, text and links to send as broadcast messages in a specified hour of the day DEPENDING ON USER TIMEZONE..
