transfer Wordpress website from Lunarpages (USA) to a Aliyun (China)

We run the website [login to view URL], successfully made by a Freelancer here, but had it installed on an AMerican server which is too slow for accessing in CHina. So now we need to :
1/ setup our aliyun account (it has no "user friendly" control panel, and is in CHinese)
2/ transfer the website from Lunarpages server to Aliyun and make sure it's operational
3/ point the DNS to the aliyun server...
...so basically make the WP website work on ALiyun
So we need someone who has experience in this. Also knows of any administration with the authorities needs to be made...
