Want to capture photo using php and any framework or software

I have a web page which used to capture image from web cam using js , php and adobe flash player , as adobe flash player is outdated , i need a new script to do this now , simple php page which opens up a screen and takes photos and saves the image file using the variable name i pass from page , am putting the files which i used to do it before , and this new script should work whithout using adobe flash or irrespective of updates and it should have options to specify image size and quality like this [login to view URL]({ width: 320, height: 240, dest_width: 640, dest_height: 480, image_format: 'jpeg', jpeg_quality: 90
