Website Forms Needed On SSL Private Link

I need someone to help me take my 5 PDF documents and turn them into an online form for our clients to fill out. It'll be a 3 step process. The first step the client will have 3 of the forms combined into one page, then they will click on "next" and then we will have a contract they can read and then electronically sign and click "next" and finally the last page will be our BAA which again they need to electronically sign and then click "complete" or "submit" or something like that. I'll figure that part out. At the top of the page I want to show they have 3 steps to complete. With titles to each section at the top so they can see what is next to do. After the forms are complete I want to be notified by email and get a copy of the completed forms in a PDF format. There should be a PDF copy saved to our server as well. We want this page to be private and only accessible by receiving a link to the page. Everything needs to be 100% secure and safe. We are dealing with doctors and medical offices. We have an SSL on our website if that helps. Is that all we need? Our current website is running off Wordpress as well just in case you need that info.
