I would like to hire a Programmer

I need you to develop some software for me. I would like this software to be developed for Windows 10 for a portable handheld PC/Scanner . We will be using a portable handheld Windows 10 Honeywell Dolphin CT50 PC/Scanner. The 1st project is intended to Validate 2 Barcode scans as follow to make sure they are the same. Scan Barcode1 (Which contains a *prefix, Scan Barcdode2. If B1 does not start with *, display a message&sound a bad beep to scan pick ticket barcode & then start process over, else if B1 starts with * then scan B2. If B2=B1 (with the * prefix stripped) then sound a good beep & start the process over. The *prefix in B1 is there to insure that it is scanned 1st in order to prevent the operator from simply scanning B2 2 times. We will be doing other projects using these scanners. We also need instructions on how to upload the code you develope to the scanner(s).
