I've been working with GPS systems for 4.5 years, and have dealt with geocoding, and reverse geocoding many times. The quickest, simplest solution using PHP would be to use the Open Street Maps / Map Quest reverse geocoding web service. Note that Google's reverse geocoding service, is more accurate, and will return house numbers, the Open Street Maps data does not always contain them. If you really need to have the Open Street Maps data on your host, I suggest installing Nominatim which has the same geocoding functionality as Open Street Maps, and can be used for a single country, or region. Nominatim can be configured to download, and update the data on a schedule, so it is up to date. The structure of the data in the Open Street Maps OSM is quite complicated, and will take several days to import even a single country. The complexity or the data is also why I am recommending Nominatim, developing the code in PHP would be a lot of work. Also understand that the output / returned information from geocoders / reverse geocoders typically do not include ranges of house numbers in a single request.
