Hello, Adam from New Jersey here. The part that decides whether this template survives future edits is the numbering. Multilevel numbering in Word only renumbers itself when the list is linked directly to the heading styles (Heading 1/2/3), not to numbers typed or restarted by hand. Wired that way, every new section the client adds renumbers automatically and flows straight into the TOC, which is what keeps it robust as it grows into more complex tenders. I'd do the whole job through Word Styles on a Windows PC, so the Modern Content Controls behave correctly and nothing is manually formatted. How I'd work through it: --Build the paragraph, table and header/footer styles from the approved pages (3–5) and flow them across pages 2–3 and 6–14, including the landscape two-column sections. --Link multilevel numbering to the heading styles so headings and TOC stay in sync, and give the Page 2 prelude items a non-TOC style so they drop out cleanly. --Place the Document Status and Submission Details content controls into the headers and footers per Tender ----Example 2, with the landscape footer alignment you specified. Style all tables to match Page 6, then run a full hygiene pass to strip every unused style. I recently rebuilt a Word proposal template where linking numbering to styles meant new sections renumbered themselves with no manual fixes.
