Powerup delay / reset for Arduino

I've got an Arduino compatible board connected to an ENC28J60 Ethernet module.

After a few days the Ethernet module seems to hang and I need to power cycle both the Arduino and Ethernet module as a simple soft-reset doesn't fix the issue.

My idea is to have the Arduino power cycle itself and the Ethernet Module. In order to get that done, I need a small circuit that has power-in (from adapter), power-out ([url removed, login to view] to arduino and ethernet module). When the Arduino sends a 'power cycle' signal to the power circuit, the power-out must be off for 1 second. The digital pins of the Arduino are in an 'unknown' state at power-up, so a pull-up/down resistor might be needed.

Do you think you can help me with this?

If you can, I'll test it and then I need you for another 'merge' project, to merge the 'power-cycle', 'Arduino' and 'Ethernet' circuits and have a SMD pcb for it. We will discuss the details for this later.
