Govt. Tender Specialist for EdTech Company

## Project Title **Need Freelancer to Find Relevant Government Tenders on GeM / eTender Portals and Help with Bid Submission** ## Project Description We are looking for an experienced freelancer or consultant who can regularly search, identify, shortlist, and help us apply for relevant Government tenders in India through the **GeM portal**, **Central Public Procurement Portal**, and other official state/department eTender portals. Our organization works in the **education, digital learning, skilling, online schooling, education technology, learning centres, CSR education projects, tablets/digital content, and student support services** space. We want to participate in relevant Government tenders where our products/services are eligible. The freelancer should have prior experience in handling Government tender searches, GeM bidding, document preparation, compliance checking, and online tender submission. ## Scope of Work The selected freelancer will be expected to: 1. **Search relevant tenders regularly** * GeM portal * Central Public Procurement Portal * State Government eTender portals * PSU / Government department procurement portals * Education department / skill development / CSR / digital learning related opportunities 2. **Shortlist suitable opportunities** * Identify tenders relevant to our services * Check eligibility criteria * Review turnover, experience, EMD, documents, technical requirements, deadlines, etc. * Share a summary of each relevant tender before proceeding 3. **Prepare tender summary** For each shortlisted tender, provide: * Tender title * Department / buyer name * Tender value, if available * Last date of submission * EMD / tender fee requirement * Eligibility criteria * Required documents * Scope of work * Recommendation on whether we should apply or not 4. **Support bid preparation** * Prepare required document checklist * Fill forms and templates * Help compile technical and financial documents * Coordinate with us for missing documents * Prepare final submission-ready files 5. **Submit bids online** * Assist with bid submission on GeM / eTender portals * Ensure timely submission before deadline * Track corrigendum, clarifications, and updates * Help respond to buyer queries, if any 6. **Maintain tracker** Maintain a Google Sheet / Excel tracker with: * Tender name * Portal link * Department * Deadline * Status * Documents required * Bid submitted / not submitted * Follow-up date * Result / update ## Ideal Freelancer Profile The freelancer should have: * Prior experience with **GeM portal bidding** * Experience using **Government eTender / CPPP portals** * Understanding of tender eligibility and compliance requirements * Ability to read and interpret tender documents * Good documentation and coordination skills * Familiarity with education, EdTech, training, skilling, CSR, digital learning, or IT-related tenders will be preferred * Ability to work independently and meet deadlines * Good command over English and basic official documentation ## Important Note The freelancer will not make any financial commitment, payment, EMD deposit, or legal submission without our approval. All final bid submissions, declarations, pricing, and documents will be approved by us before submission. ## Deliverables * Weekly list of relevant tenders * Tender summary reports * Bid document checklist * Completed bid documents for approved tenders * Successful online submission proof * Ongoing tender status tracker ## Engagement Model We are open to either: * Monthly retainer for regular tender search and support **or** * Per-tender fee for shortlisted and submitted bids **or** * Combination of fixed monthly fee plus success-based incentive Please mention your proposed commercial model in your bid. ## Information to Include in Your Proposal When applying, please share: 1. Any sample tender tracker or past work format, if available ## Preferred Location India-based freelancers preferred.
